Investors in UK land, manufacturing, food production, and infrastructure check title, planning, power, and contamination as a matter of routine. Water often gets a single line in the data room. After 2026, that line deserves a full chapter. This year showed how quickly water can move from background issue to deal risk. Thames area had its driest July since records began in 1871. By late August, 71% of England by land was in drought. Yorkshire entered drought status on 9 October. If the asset you plan to buy, fund, or build depends on groundwater, the numbers below matter to your return. What 2026 taught UK investors about water risk Early this month, the Environment Agency reported 767 restrictions on abstraction licences, plus 1,383 voluntary restrictions cutting abstraction by 50%. In Thames area, 41 licences had their flows constrained at the end of August to protect the environment. Each restriction reduces output, raises cost, or both. A food processor buys water by tanker. A grower loses a harvest window. A leisure or hospitality site cuts services. A manufacturer slows a line. The impact was uneven. Chalk and Lower Greensand aquifers in Thames area held up well thanks to high winter rainfall in storage. Levels in the oolitic limestone of the Cotswolds stayed notably low. Two sites a few miles apart can carry very different water risk. Only site specific hydrogeology tells you which one you are buying. Why an abstraction licence is part of asset value In England, most operations that take more than 20 cubic metres a day from a borehole or river need an abstraction licence. That licence often decides whether a site can operate at the scale in the business plan. Investors tend to treat the licence as a box to tick. In practice, the detail inside drives value. Volume. Does the annual and daily licensed volume cover current use and your growth plan? Conditions. Does the licence carry hands off flow conditions that stop abstraction when river flows fall? In a dry year, those conditions can halt supply for weeks. Duration. Is the licence time limited? If so, when does renewal fall due, and what evidence will the Environment Agency expect? Use history. Has the holder used the full volume? Long periods of underuse can weaken the case for keeping that volume at renewal. A buyer who reads these terms with a hydrogeologist sees risk the vendor may not disclose. What groundwater consultants do in due diligence Groundwater consultants bring technical evidence into the investment decision. For a typical UK transaction or development, the work covers five areas. Desk review. Licence terms, meter records, borehole construction details, local aquifer type, and Environment Agency water situation data for the catchment. Borehole condition and yield testing. A step test or constant rate pumping test shows what the borehole can sustain at today’s water levels. Many boreholes have not been tested in years, and yields can fall as screens clog or pumps wear. Drought exposure assessment. Analysis of how the source performed in past dry years and how licence conditions would apply in a repeat of 2026. Licence renewal and variation risk. A view on whether the licence is likely to renew on similar terms, and what evidence a hydrogeological impact appraisal would need. Mitigation options. Costed options such as a second borehole, winter storage, mains backup, or water efficiency measures. The Environment Agency’s regulatory position statement issued on 1 October now lets existing licence holders take water outside their authorised period to fill storage reservoirs, under specified conditions. Options like this can change the value of a site with land for storage. The cost of skipping the water review A hydrogeological review costs a small fraction of most transaction budgets. The cost of missing a water problem lasts for the life of the asset. We see recurring patterns. A buyer assumes a borehole delivers its licensed volume, then finds the yield is half that. A development plan relies on a time limited licence due for renewal within two years, with no evidence prepared. A site sits on a sensitive aquifer next to a protected river, so every dry summer brings restrictions. A lender asks for water resilience data at refinancing, and none exists. Each of these hits cash flow, valuation, or both. How to choose groundwater consultants for investment work Look for consultants who combine field capability with regulatory and commercial awareness. Ask these questions before you appoint anyone. Can you deliver a clear risk rating within the deal timetable? Do you run your own pumping tests and borehole inspections? Have you prepared hydrogeological impact appraisals accepted by the Environment Agency, Natural Resources Wales, or SEPA? Can you cost mitigation options so we can adjust price or structure? Will your report stand up to review by lenders and insurers? Good groundwater consultants give you a straight answer on whether the water supply supports the business plan, and what fixing any gap will cost. What to add to your next deal checklist Request the abstraction licence, five years of meter readings, and borehole construction records at heads of terms. Check the catchment’s drought history and current Environment Agency status. Commission a yield test for any borehole critical to operations. Price licence renewal risk into the deal if the licence is time limited. Build drought mitigation into your capital plan, not your contingency. The 2026 drought will ease. The next dry year will come. Investors who treat groundwater as a core asset, backed by real data, will protect returns that others leave to the weather.
